Although they're not silver bullets for designing a table of contents, the following tools can help nonprogrammers implement sophisticated features and save the time it would take to generate their own code.

Auscomp's 1st Java Navigator

One of the first Windows-Explorer-like
table-of-contents generation
tools on the market, this Java applet continues to improve. $74.95 for
Web license; $149.95 for Intranet license.
Electrum Multimedia's PowerMapper

This stand-alone application creates six different styles of tables of
contents that you can place on your site. Most styles use plain HTML;
a collapsible/expandable version uses Java. $39 for Standard Edition
(four styles); $99 for Professional Edition (six styles, plus additional
features).
ITrend's MagicMapper

This tool provides a hierarchical table of contents in plain HTML, or
a configurable Java applet that can collapse and expand nodes. $89.
OpenCube's Infinite Icons Menu

This Java applet offers sophisticated customization capabilities. It's
included in OpenCube's Web Effects collection ($189 for 14 navigation
applets; $389 for 36 applets).
Table of Contents Plus Other Navigation Aids
SFS Software's DocFatherwww.sfs-software.com/docfather/
DocFather looks very similar to Windows Help. In addition to the
Index and Search tabs, DocFather includes both a Topics tab that's
a traditional table of contents and a Map tab that includes all pages
and links of the site. $99 for Web license; $990 for intranet license.
Tetranet Software's Wisebot

Wisebot can create a plain HTML or Java index, a Java site map, a
plain HTML "What's New" page, and a push channel. $295 for the
regular edition; $895 for Wisebot Pro (works with large sites that
have multiple servers).
